New 250 MW peak/backup facility at existing gas power plant, Belarus

The Swedish Export Credit Agency (EKN) is considering a guarantee for financing of equipment and services to the state-owned company RUE Brestenergo’s addition of a new facility at an existing natural gas power plant.

The project involves construction of a 250 MW peak/backup natural gas power generation facility at the site of the existing Berezovskaya combined heat and power plant located in the Brest region in the south-west of the country. The project’s main purposes are to (i) provide backup power to allow for scheduled and unscheduled shutdown of a new nuclear power plant, and (ii) ensure stand-by power during daily peaks in electricity demand.

The project has a preliminary classification as category A and its key environmental and social risks and impacts relate to air quality including green-house gas emissions. The original Environmental and Social Impact Assessment (ESIA) of the project are available in the following web links:

EKN will conduct an Environmental and Social (E&S) due diligence of the project based on the existing ESIA. EKN will also be engaged in close dialogue with involved parties to ensure that risks are managed in line with international standards. 


The information was published on EKN´s website on July 21th, 2020. The purpose of the publication is the stakeholders' opportunity to submit comments, at least 30 days before the decision. This procedure is in accordance with the OECD Recommendation on Common Approaches for Export Credit Agencies (ECAs). EKN has issued a guarantee offer and has not yet issued a guarantee.
